Survivor and Community-Led Response (SCLR)

Nigeria's North Central and Northwest regions face a complex humanitarian situation driven by protracted armed banditry, communal conflict, herder-farmer tensions, and kidnapping for ransom — resulting in recurrent displacement, disrupted services, and heightened vulnerability among women, children, and persons with disabilities.

The SLAIN programme responds to the ongoing transition in the humanitarian architecture, where international actors are increasingly prioritising localisation and shifting greater responsibility, funding, and decision-making authority to local and national actors.

Project Objectives

Increase the leadership, participation, capacity, and influence of Local and National Non-Governmental Organisations (LNNGOs) in humanitarian preparedness, response, coordination, and decision-making
Apply a Survivor and Community-Led Response (SCLR) approach to ensure communities meaningfully identify priorities, design responses, monitor implementation, and validate results
Strengthen the institutional and operational capacity of participating LNNGOs in governance, safeguarding, financial management, MEAL, and organisational sustainability
Improve access of local actors to direct, flexible, and predictable humanitarian financing
Strengthen relationships and accountability between LNNGOs, communities, networks, humanitarian actors, and government structures
Promote meaningful inclusion of women, youth, persons with disabilities, and other marginalised groups in humanitarian decision-making

Key Result Areas

Result 1

LNNGOs demonstrate increased leadership and meaningful participation in humanitarian coordination, planning, and decision-making processes

Result 2

Targeted LNNGOs show measurable improvements in at least two agreed priority capacity domains — with 9 LNNGOs assessed and supported with capacity improvement plans

Result 3

Communities actively participate in identifying priorities, designing interventions, and monitoring delivery through the SCLR micro-grant mechanism

Programme Approach

Survivor and Community-Led Response (SCLR)

The SCLR approach places affected communities at the centre of humanitarian response — ensuring that communities play a meaningful role in identifying priorities, designing interventions, monitoring implementation, and validating results. SLAIN will implement community-led micro-grants to directly fund locally identified priorities.

Organisational Capacity Strengthening

WREP will conduct a structured organisational capacity assessment of the core LNNGO cohort and develop tailored capacity improvement plans. Support will cover governance, financial management, procurement, safeguarding/PSEAH, MEAL, accountability, and sustainability systems.

Coordination and Influencing

SLAIN will actively engage LNNGOs in humanitarian coordination platforms, policy dialogue, and decision-making processes — building their influence and ensuring LNNGO and community priorities are reflected in coordination decisions and resource allocation.

Gender Justice and Inclusion (GEDSI)

A cross-cutting commitment to gender justice and disability-inclusive programming ensures women, youth, and persons with disabilities are meaningfully represented across all programme activities — with a target of at least 50% women in community decision-making structures.
