WREP conducted an independent end-of-project evaluation of the USD $376 million World Bank-funded MCRP across Borno, Adamawa, and Yobe States: assessing seven years of post-conflict recovery programming.
WREP Nigeria conducted an independent end-of-project evaluation of the Multi-Sectoral Crisis Recovery Project (MCRP): a USD $376 million World Bank-funded initiative designed to support the Government of Nigeria in addressing the humanitarian, infrastructure, and development challenges arising from the Boko Haram conflict in Northeast Nigeria.
The MCRP was implemented over seven years (20182025) across Borno, Adamawa, and Yobe States, reaching millions of conflict-affected and displaced communities. WREP's evaluation assessed outcomes across infrastructure rehabilitation, livelihoods, social cohesion, and institutional performance.
• 95.2% utilisation of the USD $376 million allocation: strong financial and institutional performance
• Strengthened institutional capacities of federal and state agencies for sustainability beyond project close
• Communities reported improved dialogue, reduced conflict escalation, and stronger inter-communal collaboration
Beneficiaries of Cash-for-Work programmes used stipends to start small businesses, improving household income. Many opened bank accounts for the first time, strengthening financial inclusion and economic independence across vulnerable communities.
Rehabilitated schools and health centres restored access to education and maternal healthcare, with improved school attendance and health service utilisation recorded across previously conflict-affected communities.
Access to clean water through rehabilitated boreholes reduced waterborne diseases and eased the burden on women and girls. Trained WASH Committees now manage facilities independently, strengthening community ownership and long-term sustainability.
